Royalties are payable to the owner of the copyright in the plan. If a surveying firm owns copyright in plans created by an employee who has died, then that entitlement is not affected by whether or not the firm was a member when the employee was alive. Copyright usually lasts for 70 years after the creator’s death (even if the creator did not own copyright).
